Re-roofing permits in Whistler: the municipality's rules

In Whistler, building permits are issued by the Resort Municipality of Whistler. Its building page says that before starting work "you need to apply for a building permit" and lists minor repairs among work that usually needs none, but it does not mention roofing, so we confirm per address before a Whistler roof is booked.

What the Resort Municipality of Whistler's building page says

The municipality's building page opens plainly: "Before starting work, you need to apply for a building permit." It then says that in most cases a permit is not required for "Minor repairs, painting, decorating, floor replacement," fences and a few other items.

Roofing is not on that list, and the page doesn't mention it at all. A full tear-off and new roof is more than a minor repair, so we treat the question as open and check each Whistler address with the Building Department.

Whistler development permit areas

Whistler has development permit areas for riparian and sensitive ecosystems, aquifer protection, Whistler Village, Whistler Creek, multi-family, commercial and industrial land, and wildfire. The municipality's page says single-family homes and duplexes "are usually exempt from requiring a development permit," other than in the Riparian or Sensitive Ecosystem Protection areas.

Townhouses and condo buildings in the Village or Creekside are a different case, and most are stratas that need their own approval as well.

Snow load and structural work in Whistler

The municipality publishes a snow load bulletin that, in its own words, "provides ground snow load calculation and clarifications on code requirements for snow loading within Whistler." If a re-roof turns into new rafters, a dormer or a changed roof line, that design has to meet those loads, and a permit applies.

Swapping cedar shake for aluminum lightens the roof, to about 2 to 3.5 kg for each square metre of Interlock® panels.

How we handle permits for a Whistler roof

We confirm per address what the Resort Municipality of Whistler requires, pull any permit, and get strata approval in writing first. In summer we also check the fire danger rating: at high or extreme, high-risk construction within 10 metres of forest needs a Wildfire Exemption Permit, and other work needs a two-hour fire watch after it stops.

Whistler questions, answered

Our chalet is in a strata in Whistler Creekside. Who approves the new roof?

Usually two parties. The strata decides on its own building under its bylaws, and the Resort Municipality of Whistler handles any building or development permit. Multi-family areas such as Whistler Creek are development permit areas, so we confirm per address before setting a date.

Can a roof go on in July when the fire danger is high?

Often, with care. The municipality's construction rules lift all restrictions at moderate or low danger. At high or extreme, high-risk activity within 10 metres of forest needs a Wildfire Exemption Permit and a two-hour fire watch applies after work stops. We plan the job around the rating.

Does the permit office care what roofing material we choose?

The building page we read doesn't specify roofing materials, and the municipality calls Whistler high risk for wildfire. We specify our Class A Fire Rated Available, as a complete assembly, on Whistler homes, and confirm per address whether any development permit condition applies to the exterior.
